Frequently Asked Questions about Medicaid Home Care in Missouri

What is home care service?

Home care service provides personal assistance with daily living activities such as bathing, dressing, meal preparation, mobility, and light housekeeping, so people with disabilities, chronic illness, or aging-related needs can continue living at home safely.

Missouri’s Medicaid program is called MO HealthNet. It is a state and federally funded program that provides health coverage and long-term care services to eligible residents with limited income and resources. For home care, MO HealthNet covers personal care services, depending on the individual’s age, disability status, and financial situation.

Yes. Through MO HealthNet’s Personal Care Program and the Aged and Disabled Waiver, eligible Missouri residents can receive personal care assistance at home at little to no personal cost. Eligibility depends on meeting both financial and functional criteria set by the state.

Personal hygiene assistance is the most requested home care service among seniors and adults with disabilities in Missouri. Meal preparation and mobility assistance are also among the most frequently needed, particularly for individuals managing chronic illness or recovering from a health event.

Through Missouri’s Consumer Directed Services program, funded by MO HealthNet, eligible family members and close friends can be paid to provide care for a loved one at home. Spouses and legal guardians are not eligible under the CDS program. The person receiving care must qualify for Missouri Medicaid, and the family member caregiver must meet the state’s registration requirements.

For adults who qualify, Missouri Medicaid covers personal care assistance, meal preparation, housekeeping, mobility support, medication reminders, and transportation through home and community-based services.

Look for agencies that are Medicaid-certified in Missouri, employ caregivers who pass background checks, and offer a clear enrollment process. Family United Health Care is a Medicaid-certified home care agency serving families across St. Louis, St. Peters, Kansas City, and surrounding Missouri communities, with both Traditional Home Care and Consumer Directed Services.

Medicare does not cover personal care services like bathing, dressing, or meal preparation. If you need ongoing personal care at home and do not currently have Medicaid, you may still qualify for a private pay option.

Traditional Home Care is an agency-managed model where a professional caregiver is selected, trained, and assigned based on the client’s needs. Consumer Directed Services is a self-directed model where the individual chooses their own caregiver (often a trusted family member or friend) who is then compensated through Missouri Medicaid. Family United Health Care offers both options for eligible Missouri residents.

Missouri Medicaid home care depends on the program. The Personal Care Program is a state plan entitlement, so eligible individuals can receive services without a waitlist. The Aged and Disabled Waiver is not an entitlement and has limited enrollment, so applicants may face a waitlist once available spots are filled.

Under Missouri’s Consumer Directed Services program, spouses and legal guardians are not eligible to be paid caregivers. However, adult children, siblings, other relatives, and trusted friends can qualify as paid caregivers through the CDS program. If a spouse is the primary caregiver and needs support, other eligible family members or professional caregivers can be brought in to share the responsibility.

Several home care agencies in Missouri accept MO HealthNet for in-home care services. Family United Health Care is a trusted and Medicaid-certified agency serving Missouri families across St. Louis, St. Peters, Kansas City, St. Francois County, Jefferson County, and Franklin County. The agency offers both Traditional Home Care and Consumer Directed Services, making it one of the few providers in Missouri that covers both models under one roof.
